CEL Administered Schemes - Foreign Domestic Worker(FDW) Levy Concession (Persons with Disability)

About the Foreign Domestic Worker (FDW) Levy Concession (Persons with Disability) 

Families can apply to pay a lower monthly levy when employing full-time caregivers to help them look after loved ones with disabilities.
 

This is possible with the FDW Levy Concession (Persons with Disability) scheme implemented since 15 September 2007. Employers who have obtained approval under this scheme will pay a monthly FDW levy of $170.

 

Eligibility
1. The person with disabilities (PWD) must meet the following criteria:
• Must be a Singapore Citizen and
• Requires assistance in at least one of six Activities of Daily Living (ADL) namely washing/bathing, feeding, going to the toilet, transferring, dressing and mobility, as certified by an appointed medical practitioner.

 

2. The PWD can be the employer of the FDW himself/herself, or of any of the following relations to the employer: child, grandchild, spouse, sibling, sibling-in-law, parent, parent-in-law, grandparent, and grandparent-in-law.


 

3. The PWD must be staying with the employer of the FDW at the same NRIC-registered address.

 

4. The employer is eligible for a levy concession for one FDW for each PWD.

 

5. Each household is also only eligible for levy concessions for up to two FDWs at any one time, including those pertaining to young children/elderly persons.

 

6. Meeting the above criteria for the FDW Levy Concession does not automatically qualify the applicant to employ a FDW as this is still subject to the Ministry of Manpower's (MOM) approval.

 

Application Process

1. Complete the Application Form for Foreign Domestic Worker (Persons with Disability). Obtain an assessment from an appointed medical practitioner for the PWD using the prescribed assessment report. The full cost of the medical assessment will be borne by the applicant and will not be refunded even if the application is not supported or approved.

 

2. The medical practitioner will submit the completed application form together with the doctor's assessment report to the Centre for Enabled Living (CEL) directly. CEL will inform the FDW employer of the outcome of the disability assessment.

 

3. CEL will send supported applications to MOM for processing. MOM will inform employers of the outcome of the levy concession application.
