CEL Administered Schemes - Special Assistance Fund (SAF)

About the Special Assistance Fund

Set up in 1991 by the National Council of Social Service, the Special Assistance Fund (SAF) provides financial help in purchasing assistive equipment or technical aids for mobility or rehabilitative purposes. The Centre for Enabled Living (CEL) is the appointed administrator of the SAF.

 

Low-income families who need to buy walking aids, wheelchairs and other equipment that help persons with disabilities to be mobile or rehabilitate can apply for this fund to defray some of the costs incurred.

 

Eligibility

Applicants should be:

  • Singapore Citizens or Permanent Residents

  • Referred by a Voluntary Welfare Organisation (VWO) or a hospital’s Medical Social Work Department 

  • From low-income families who cannot afford to purchase equipment or retrofit their homes for mobility or 

       rehabilitative purpose

Scope

Examples of assistive equipment include:

  • Walking aids (e.g. crutches, walking stick, walking frame) 

  • Wheelchairs (manual or motorised)

     
  • Special mattresses (to prevent bed sores) 

  • Special seats (e.g. inserts for wheelchairs)

  • Commodes (e.g. raised toilet seats for those who have knee injuries)

  • Prostheses

  • Breathing apparatus

  • Other assistive devices for daily living

  

 

Under SAF, individuals can receive up to $10,000 in funding for equipment / retrofitting of homes. The funding cap may be adjusted based on the applicant's need, as justified by the social worker and/or the therapist from the VWO or hospital. The amount of subsidy to be approved will be based on the net household income.

 

 

 

 

 

The SAF will not be granted to cases that have qualified for the Assistive Technology Fund, or any other funds administered by CEL for the same purpose.

 

 

Application Process


Applications should be made through a VWO or a hospital's Medical Social Work Department using the SAF application form. Referring agencies must ensure and verify that all information is true and correct.  

 

  

For equipment that has not been purchased at the time of application, but for which subsidies are subsequently granted, receipts should be sent to CEL for reimbursement within one month after the purchase. The deadline for submitting the receipts may be extended for cases where the equipment has been imported from overseas.

  

All applications will be assessed on a case-by-case basis.
