Others - Waiver of ARF and COE for purchase of vehicles by People with Disabilities

Disabled persons who need assistance to buy a car to earn a living can apply for waiver of the Additional Registration Fees (ARF) and requirement for a Certificate of Entitlement (COE) when they register a car for their own use.

This is possible through a Disabled Persons' Scheme (DPS) that the Land Transport Authority (LTA) administers. The application for DPS will be jointly considered by a Committee to Recommend Waiver of ARF and COE for Disabled Persons under the National Council of Social Services (NCSS) and LTA.

Eligibility
1. The applicant must be a Singapore Citizen;
2. The applicant must be gainfully employed and need a car to earn a living; and  
3. The applicant must already possess a valid driving licence.

People with disabilities and can meet the above eligibility criteria may submit their application for the DPS to:
