CEL Administered Schemes - Registry for Early Intervention Programmes (EIP) for Baby Bonus Scheme

About the Registry for EIP for Baby Bonus Scheme
Since July 2005, parents can utilise Baby Bonus funds (savings in the Children Development Account (CDA)) for early intervention programmes (EIP) for children with disabilities.

To be eligible for the bonus scheme, parents have to enroll their children with EIP programmes that are registered with Centre for Enabled Living (CEL).

The businesses or organisations conducting or managing these EIP programmes must be granted the Approved Institution (AI) status by the Ministry of Community Development, Youth and Sports (MCYS) under the Baby Bonus Scheme.

The EIP registration is administered by CEL while applications for AI status are processed by MCYS. AI status is not guaranteed nor automatically accorded. Businesses and organisations are required to apply separately for AI status with MCYS upon approval of the Registry of EIP by CEL.

Application Process

For service providers of Early Intervention Programmes who wish to register as an Approved Institution (AI), please refer to the information kit and download the application form.

Send the complete application form with the required documents to:
