About Car Park Label Scheme for Persons with Physical Disabilities
As the administrator of the scheme, we manage and issue the car park labels in accordance to guidelines and policies established by the National Council of Social Service (NCSS).
Persons with disabilities who drive or their family members who drive them can obtain car park labels that enable them to park at designated parking lots.
This would enable easier navigation to and from the vehicle, as the lots are usually located at convenient places and reserved for persons with disabilities.
Terms and conditions (wef 1 April 2007)
For CLASS 1 Parking Label
Class 1 Parking Labels are given to persons with physical disabilities who drive their own vehicles. The labels will allow drivers to park in car park lots reserved for persons with disabilities. The first hour of parking is free. For subsequent hours, drivers have to either purchase season parking coupons or use short-term parking coupons.
1. Eligibility criteria
Drivers with disabilities are defined as:
a. Persons with physical disabilities or have mobility constraints (as certified by a medical practitioner with a Bachelor of Medicine, Bachelor of Surgery (MBBS)).
b. Persons who require the use of a mobility aid OR need a wider parking space to get in and out of vehicle.
2. Conditions for parking at the designated car park lots for person with disabilities
The Class 1 Label should only be used when drivers of the vehicles are persons with disabilities or mobility constraints themselves (label holder).
3. Colour of label: Blue
4. Validity of label: Up to 5 years
5. Vehicle numbers displayed on labels
Each label will be permitted to bear a maximum of three (3) vehicle numbers (applicable to both Class 1 and 2 labels) so that the label holder is not restricted to commuting in one vehicle only.
6. Time allowed for parking at the designated car park lots for person with disabilities
• No time restriction
• The first hour of parking will be free whilst subsequent hours are subject to prevailing car park rates.
For CLASS 2 Parking Label
Class 2 labels are issued to family members who transport persons with disabilities. The label allows up to a maximum of 60-minute temporary parking, subject to prevailing coupon charges. This allows caregivers to help persons with disability/ mobility constraints to a safe place before shifting the car back to a normal parking lot. Should this take less than the allotted 60 minutes, caregivers should take the initiative to shift the car to a normal parking lot and not occupy the lot for the full 60 minutes so as not to deprive other Class 1 or holders of use.
1. Eligibility criteria
Passengers with disabilities are defined as:
a. persons with physical disabilities or have mobility constraints (as by a medical practitioner with a Bachelor of Medicine, Bachelor of Surgery (MBBS)), requiring the assistance of a driver
b. require the use of a mobility aid OR have a need for a wider parking space to get in and out of the vehicle
c. Class 2 labels extend to Voluntary Welfare Organisation (VWO) registered vehicles used to transport clients with physical disabilities or mobility constraints.
2. Conditions for parking at the designated car park lots for person with disabilities
The Class 2 Label holder is allowed to park the vehicle at the designated car park lot ONLY when transporting persons with disability/mobility constraints.
3. Colour of label: Orange
4. Validity of label: Up to 2 years
5. Vehicle numbers displayed on labels
Each label will be permitted to bear a maximum of three (3) vehicle numbers (applicable to both Class 1 and 2 labels) so that the label holder is not restricted to commuting in one vehicle only.
6. Time allowed for parking at the designated car park lots for person with disabilities
• Up to 1 hour or less, subject to prevailing car park rates, allowing caregivers to help persons with disability/mobility constraints to a safe place before shifting the car back to a normal parking lot.
