CEL Administered Schemes - Computer Access Trust Fund (CATF)

About the Computer Access Trust Fund

This fund was set up in July 2000 by the Infocomm Development Authority of Singapore and National Council of Social Service with the help of seven companies to provide financial assistance to students from low-income families in Special Education (SPED) schools.


SPED students from low-income families sometimes face financial obstacles in obtaining the necessary tools for learning, and hence lack access to computers and the information available in the Internet.

 

Under the Computer Access Trust Fund (CATF), they can receive financial assistance in buying computers and computer-related assistive technology for educational use at home.

 

Eligibility

Applicants should be:

  • Singapore Citizens or Permanent Residents

  • Aged 4 to 18 years*

  • Students with disabilities who are currently studying in SPED schools

  • Referred by a social worker from a SPED school

  • From low-income families with a net monthly household per capita income of $1,000 or less

*Applicants outside this age group will have their applications evaluated on a case-by-case basis.


Scope

Funding will be provided for the one-off purchase of equipment costing more than $100. The subsidy granted is up to a maximum of 100% of the equipment’s cost price, and will be determined based on each applicant’s household income.

 

There must be no resale or transfer of ownership of the equipment purchased. Applicants are to use the equipment for educational purposes at home.

Applications should be made through a social worker from a SPED school using the CATF application form, and sent to:
