New Initiatives to Support Persons Needing Care

Persons needing care and their families can look forward to greater support with two new initiatives that will soon be launched – subsidies for children under the Early Intervention Programme for Infants & Children (EIPIC), and a new Special Needs Savings Scheme (SNSS).

The first initiative will help families with children under the EIPIC programme to defray the cost of care. The Ministry of Community Development, Youth and Sports (MCYS) will provide a monthly subsidy of $300 for each Singaporean child under the EIPIC programme. Further subsidies based on means testing will be provided up to the 50th income percentile, which means families from the lowest income tier can receive a subsidy of up to $600 per child per month.

The second initiative is a new scheme by MCYS, the Ministry of Manpower (MOM), and the Central Provident Fund Board (CPFB). It enables parents of children with special needs to plan ahead for their future financial security. These parents can nominate their children to receive monthly disbursements from their CPF savings after they have passed on. The SNSS will be implemented in 2011, and will be administered by the Centre for Enabled Living.
