1. What is the Car Park Label Scheme for Persons with Disabilities?
The Car Park Label Scheme enables persons with physical disabilities and/or medical condition with mobility constraints to park at designated parking lots reserved for their use.

These reserved lots are bigger in size than regular parking lots, and enable persons with physical disabilities to board and alight from their vehicles with greater ease.

There are two types of car park labels – the Class 1 Label and the Class 2 Label. Both labels have different terms and conditions.

The Car Park Label Scheme for Persons with Disabilities is administered by the Centre for Enabled Living, or CEL for short.

2. What is the difference between the Class 1 Label and Class 2 Label?
The Class 1 Label is blue. Class 1 Labels are issued to drivers who have physical disabilities and/or medical conditions with mobility constraints, and who need a larger space to get in and out of their vehicles arising from the use of mobility aids.

The Class 2 Label is orange. Class 2 Labels are issued to passengers with physical disabilities and/or medical conditions with mobility constraints so that their caregivers can temporarily park in the designated parking lots when ferrying them. These passengers also need a larger parking space to get in and out of their vehicles arising from the use of bulky mobility aids.

Class 2 Labels are also issued to voluntary welfare organisations with registered vehicles that are used to transport clients with physical disabilities with mobility constraints.

3. What are the terms and conditions for using the Class 1 Label?
Class 1 label holders must be drivers who have physical disabilities with mobility constraints. There is no time limit to how long they may park in the designated lots.

Class 1 label holders are allowed free parking for the first hour, upon entry into public car parks managed by the Urban Redevelopment Authority, Housing and Development Board, National Parks Board or Singapore Sports Council. This applies if they have provided CEL with their vehicle IU number.

Class 1 Labels are valid for up to 5 years, and can bear a maximum of 3 vehicle numbers per label. These labels are not transferrable and can only be used by the label holder.

4. What are the terms and conditions for using the Class 2 Label?
Class 2 label holders must be passengers who have physical disabilities and/or medical conditions with mobility constraints, so that their caregivers can park in the designated lots when ferrying them. The passengers need the wider space in the designated car park lots to get on and off their vehicles arising from the use of bulky mobility aids.

Class 2 label holders do not have free parking for the first hour. The driver may park in designated lots for up to 60 minutes only. The purpose of temporary parking is so that the driver can help their passengers alight and escort the passenger to a safe place, before shifting their vehicle to a regular parking lot.

The vehicle carrying a Class 2 label is not allowed to park at the disabled parking lot when not ferrying the person with disabilities.
 
Class 2 Labels are valid for up to 2 years, and can bear a maximum of 3 vehicle numbers per label. These labels are not transferrable and can only be used by the label holder.

5. Who can apply for this scheme?
Drivers with physical disabilities and/or medical conditions with mobility constraints can apply for the Class 1 Label. 

Passengers with physicial disabilities and/or medical conditions and mobility constraints can apply for the Class 2 Label so that their caregivers can regularly ferry them.

Voluntary welfare organisations can also apply for the Class 2 Label, if they have vehicles that are regularly used to ferry passengers with physical disabilities with mobility constraints.

6. What are the eligibility criteria?
For the Class 1 Label, applicants must be certified by a medical doctor as having a physical disability and/or medical condition with mobility constraints. They should require the use of a bulky mobility aid such as a wheelchair, crutches, walking frame, calipers, etc, thus requiring a wider space to get in and out of their vehicles.

For the Class 2 Label, the passengers with physical disabilities and/or medical conditions with mobility constraints are considered applicants. The same eligibility criteria apply.

7. I cannot decide if I should apply for a Class 1 or Class 2 parking label. Are you able to advise me?
This depends on whether you drive or are a passenger.

If you are currently a label holder, you can write to CEL to request for a label conversion, from Class 1 to Class 2 or vice versa, depending on your medical and mobility condition or the passenger’s.

8. How do I apply for this scheme?
The Class 1 and Class 2 Labels application forms can be downloaded here.

9. I was injured recently and have temporary mobility constraints. Is there a temporary Class 1 car park label that I can apply for?
There is no temporary car park label. The label validity period depends on the medical assessment given by your doctor and the validity of your Certificate of Entitlement (COE). The processing time for a car park label is 3 working weeks.

10. What documents do I need to submit?
If you are a first-time applicant, you need to submit:

•    The duly completed Class 1 or 2 Label application forms
•    The Disability & Mobility Form completed by a medical doctor
•    Photocopies of the front and back of applicant’s driver’s licence
•    Photocopies of the front and back of applicant’s NRIC/FIN/Passport
•    Photocopies of the front and back of the passenger’s NRIC or passport, for Class 2 Label applications
•    Photocopy of applicant’s vehicle log card
•    Copy of authorisation letter from the vehicle owner if the vehicle does not belong to the applicant and/or driver

Current label holders who want to renew their labels need to submit the duly completed application forms.

11. Where can I get a copy of my vehicle log card?
Go to www.onemotoring.com.sg and use your SingPass to log in to LTA e-Services to retrieve the document.

12. How much time is needed to process the application?
The application will be processed within 15 working days from the date of receipt of the application and all necessary supporting documents. However, this excludes additional days required for postage.

13. What if the driver or passenger with physical disabilities needs to use another vehicle?
The Class 1 and Class 2 Labels allow a maximum of 3 vehicles to be registered under each label.

14. Is it possible to get 3 labels for 3 vehicles?
No, only one label will be issued. This label can be removed and placed in another vehicle, provided that vehicle is one of the three that are registered under the label.

15. Is the car park label transferable?
The car park label is NOT transferable and should be used strictly by drivers with physical disabilities with mobility constraints or by their caregivers when ferrying them around.

Vehicles with valid car park labels cannot park at the reserved parking lots if the label holder is not using the vehicle.

16. I would like to register another vehicle for my current car park label. This vehicle does not belong to the applicant. What should I do?
If the driver driving the person with disabilities is also the vehicle owner, the applicant needs to submit the following documents to CEL:

•    Photocopies of the front and back of the owner’s NRIC
•    Photocopies of the front and back of the owner’s driver’s licence
•    Photocopy of the vehicle log card
 
If the driver is not the vehicle owner, the applicant needs to obtain an authorisation letter and the vehicle log card from the owner, and submit together with the above documents for processing to CEL.
 
17. I want to renew my car park label. Must I see a doctor again?
You do not need to see a doctor again if the doctor has already indicated that you have a permanent disability. Permanent physical disabilities include:
•    Cerebral palsy
•    Loss/deformity of limbs
•    Quadraplegia
•    Spina bifida
•    Osteogensis imperfecta
•    Paraplegia
•    Poliomyelitis
•    Muscular dystrophy
•    Tetraplegia

However, you still need to submit the following documents to CEL for label renewal:

•    Photocopies of the front and back of the applicant’s NRIC
•    Photocopies of the front and back of the passenger and caregiver/driver’s NRIC, for Class 2 Label renewals
•    Photocopies of the front and back of the applicant’s driver’s licence
•    Photocopy of the vehicle log card
 
Applicants who suffer from mobility impairment due to medical conditions such as stroke, hypertension, renal failure, cancer, etc, must still submit an updated Mobility Report when renewing their labels.
 
18. My temporary Class 2 Label will be expiring in a week’s time, but I still have not recovered from my injury. Do I need to submit the renewal form again, and see the doctor to obtain another disability and mobility report?
If your temporary Class 2 Label had a validity of less than 12 months, you may ask your doctor to write a letter and specify the extension needed.

You need to submit this letter to CEL, which will subsequently issue you with a new label that reflects the new validity period.

19. I am above the age of 65 this year. Can I still renew my parking label?
Yes, you can renew your car park label. Drivers aged 65 and above need to undergo medical reassessments every 3 years in order to renewing their personal driving licence with the Traffic Police.

CEL requires a copy of this medical reassessment report to certify that you are fit to drive when reviewing your application to renew your car park label.

If your renewal application is successful, please note that the validity and expiry date of the label will be timed according to the date of the medical reassessment.

20. I currently have a Class 2 Label. However, I am better and intend to start driving soon. How do I change my Class 2 Label to a Class 1 Label?
You should apply for the Class 1 Label with the Application Form and the Mobility Report, supported by the required documents (please refer to Qn.10). If your Class 1 Label is approved, you will be required to surrender your Class 2 Label (regardless of whether the Class 2 Label has expired) in exchange for the Class 1 Label. If your last Mobility Report is within 6 months, you may still use it to apply for the Class 1 label. If it has expired, a new Mobility Report has to be submitted.

21. I had already submitted my NRIC, driver’s licence and vehicle log card to CEL previously. Why do I need to send them again?
This is a requirement for all label holders who want to renew their Class 1 or 2 Labels.

22. The NRIC and driver’s licence are the same. Why do I need to submit both?
The driver’s licence is authorised by the Traffic Police to certify that you can drive in Singapore. The NRIC states your citizenship status and home address in Singapore. Both items are required to complete your application.

23. I recently changed my vehicle. My label will not expire for another six months or more. What should I do?
You need to inform CEL of the change in vehicle and submit a new set of the application forms and relevant vehicle log card. CEL will issue a new label reflecting the new vehicle licence plate numbers.

24. I recently changed my vehicle. My label will expire in less than six months. What should I do?
You should download the relevant forms and apply for a label renewal.

25. I recently bought a new car. Do I have to notify CEL?
Yes, label holders are required to notify CEL in writing and fax a copy of the new vehicle registration card.

Label holders are required to return the invalid label upon receipt of the new label. They are not allowed to display labels with invalid vehicle numbers. However, label holders may display the acknowledgement letter given by CEL once the application has been processed.

26. Am I required to return the old car park label after I receive the new one?
Yes, the label is the property of CEL. However, you need only return the old label upon receiving the new one.

27. Can I continue to use my expired label and park at the reserved lots for label-holders?
No, expired labels are invalid and are strictly not allowed to be used for parking at the reserved lots.

Label holders who abuse, tamper with or illegally forge/duplicate their labels will have their labels revoked, be barred from renewing their labels and face legal prosecution from the relevant authorities.

28. I would like to place a label at the rear windscreen of my vehicle, so that other road-users are aware that I have physical disabilities or am ferrying a passenger with physical disabilities. Can CEL provide such a label?
CEL does not issue such labels. As an alternative, you can purchase the relevant/appropriate label from any stationery shop.
 
29. How can I report cases of suspected misuse or abuse of the Label at public car parks?
You can call the Urban Redevelopment Authority (URA) at 1800-547-1923, Housing and Development Board (HDB) at 1800-272-1409, National Parks Board (NParks) at 1800-471 7300, Singapore Sports Council (SSC) at 6500-5000 or the private car park operators to report any suspected misuse or abuse.
 
30. I am holding a season car park ticket as well as a disabled car park label (Class 1 or 2). Do I get priority in parking at the designated car park lot over non-season car park ticket holders?
According to HDB and URA, the use of the disabled parking lots is based on a first-come-first-serve basis.
