Under the Car Park Label Scheme, persons with physical disabilities with mobility constraints who drive their own vehicles or are ferried by their family members can obtain car park labels that will enable them to park at designated parking lots which have larger space for the use of mobility aids.
Persons with physical disabilities or voluntary welfare organisations (VWOs) with registered vehicles that regularly ferry passengers with physical disabilities can apply for the Class 1 or Class 2 Parking Label, depending on their needs.

Eligibility criteria

The applicant should be a driver who has been certified by a medical practitioner (with MBBS) as having physical disabilities with mobility constraints.
The applicant should require the use of a mobility aid and need a larger parking space for getting in/out of the vehicle arising from the use of mobility aid.

The applicant should be a passenger who has been certified by a medical practitioner (with MBBS) as having physical disabilities with mobility constraints.
The passenger should require the use of a mobility aid and need a larger parking space for getting in/out of the vehicle arising from the use of the mobility aid.
Voluntary welfare organisations (VWOs) with registered vehicles used to transport clients with physical disabilities or mobility constraints can also apply for the Class 2 Parking Label.

Conditions for parking at designated car park lots
|
The Class 1 Parking Label should only be used when the vehicle is driven by the label-holder – a driver who has physical disabilities with mobility constraints.

The Class 2 Parking Label should only be used when the vehicle is ferrying a passenger with physical disabilities with mobility constraints.

Parking duration
|
Drivers with the Class 1 Parking Label can park in the designated lots for any duration, and enjoy free parking for the first hour only.
As subsequent hours are subject to prevailing car park rates, they are required to use either season parking coupons or short-term parking coupons, if they are parking their vehicles for more than one hour.

Drivers with the Class 2 Parking Label can temporarily park in the designated lots for up to 60 minutes only, when ferrying passengers with physical disabilities or mobility constraints.
Once they have brought their passenger to a safe place, they must shift their vehicles to regular parking lots.
(The purpose of the Class 2 Parking Label is to provide a reasonable amount of time for caregivers to escort their passengers to a safe place before returning to shift their vehicles.)

The Class 1 and Class 2 Parking Labels are permitted to bear a maximum of 3 vehicle numbers each. This gives label-holders more flexibility, as they are not restricted to commuting in one vehicle only.
Each successful applicant will be given one label only.

Successful applicants of the Car Park Label Scheme are not allowed to abuse or tamper with their parking labels. Those who do so will have their labels revoked, be barred from renewals, and face possible prosecution from the relevant authorities.
How
Send the relevant application form and supporting documents to the Centre for Enabled Living (CEL) via fax, email or post. The necessary supporting documents are:
- Photocopy of NRIC /FIN/passport (front and back) of Applicant and/or Caregiver
- Photocopy of driving licence (front and back) of Applicant and/or Caregiver(s)
- Copies of all vehicle registration detail(s) from LTA
- Copies of all authorisation letter(s) from the vehicle owner if the vehicle does not belong to applicant and/or driver(s)
- Copy of ARF waiver letter from LTA (if applicable)
Applications will be processed within 15 working days from the date of receipt of the application and all necessary supporting documents. However, this excludes additional days required for postage.
