The Computer Access Trust Fund (CATF) enables students from low-income families in Special Education (SPED) schools to buy computers and computer-related assistive technology for educational use at home.
The fund can be tapped on for the once-off purchase of equipment that costs more than $100. The subsidy granted is determined by each applicant's household income, and can cover up to 100% of the equipment's cost price.
This fund was set up in July 2000 by the Infocomm Development Authority of Singapore and the National Council of Social Service with the help of seven companies to provide financial assistance to these students in obtaining access to computers and the necessary tools for learning.
Who
Singapore Citizens or Permanent Residents aged between 4 to 18 who are currently studying in Special Education (SPED) schools, and are from families with ≤$1,300 in per capita net monthly household income
(Applicants outside this age group will be evaluated on a case-by-case basis.)

Speak to a social worker from a SPED school for assistance in submitting the
application form to the Centre for Enabled Living (CEL).
